Field data stored as multi value

I had an issue when trying to run a workflow on a picker field, my workflow could not find the list item and when I looked at the data I noticed that it was storing the data with the ID of the record appended to the beginning of the string. 1;#1001. I don't have multi value enabled, is this by design, none of lookups in a workflow can find the record, Is there any way to modify this?
