Create site from custom template

I'm currently using the site creation workflow to create sites based on a custom template I created.  However, I'm required to use the GUID in combination with the template name: {GUID}#[TemplateName].  I would like the site creation action work with and without the GUID.  The reason for this is due to the GUID changing when I delete the template and re-add it.  I could also potentially ask the user to supply the template name in the workflow, which would be ideal.

Would this be possible to implement?

I always have trouble to create site from custom web template. I try to use a old template coming from the WSS 3.0. The GUID is {D52EC436-E47C-45D6-9492-86EC7BF19887}#BudgetingTrackingMultipleProjects but it give a error 'WARNING: Template is not found and is not applied.' and the site is create without template.

The total command I use is:

PS  new-spweb http://myserver/projects/11000 -template "{D52EC436-E47C-45D6-9492-86EC7BF19887}#BudgetingTrackingMultipleProjects"

In PS the folowing command works

$web = New-SPWeb $UrlFull 

After this, apply the Web template
